The federal government has committed to 1.2 million new dwellings by 2029, and in the highest growth areas, the gap between housing delivery and the infrastructure meant to support these growing communities is already widening.

Its population grew nearly 20% from 2015 to 2025, and Ryde council manages more than 200 parks and open space areas that residents value highly. Protecting that resource requires measuring it — and that is harder than it sounds.
“In order to protect a resource, you need to be able to measure what you currently have,” says Lindsay Mason, Head of the Land Information team at the City of Ryde.
The City of Ryde benchmarked tree canopy coverage across its entire local government area using property intelligence, producing an analysis that would have been impractical through traditional survey methods.
“Not only do we have the up-to-date aerial imagery, we also gained access to the Nearmap catalogue of historical imagery, and it’s all been captured using the same method, so it is consistent, which is perfect for analysis,” Mason says.

The canopy layer is now integrated alongside more than 170 GIS data layers used by council staff across planning, engineering, and infrastructure: a baseline for measuring whether tree planting programs are working or whether canopy cover is being lost faster than it’s being replaced. In a city where some suburbs run measurably hotter than others, that baseline is a public safety imperative.
The same aerial data that tracks planting programs quantifies where the cooling effect of green cover is diminishing and where it is most urgently needed. “Governments around the country are trying to green our cities by undertaking wide-scale tree planting programs, but how do you measure their effectiveness? It’s all about having a baseline,” Mason says.

Planning for what Sydney is becoming

The federal housing target is not slowing down, and the infrastructure challenge it creates will intensify before it improves. The councils managing these corridors are working with systems designed for a slower pace of change. What has changed is the ability to see.
